Petition for
CLEAN Drinking Water
We, the undersigned, petition the Province of British Columbia to enact a Sunshine Coast Regional Land Use Plan and conduct an Administrative Review of local Finance, Planning and Water Services and, on an urgent basis, direct the Water Comptroller to create one unified water authority for Area A to protect public health, foster economic development and preserve the environment.
1. The Sunshine Coast is served by a variety of overlapping local jurisdictions.
2. The responsibility for planning, water and waste management is rarely found within one office.
3. Changes to Zoning and Official Community Plans are not co-ordinated and technical reports are often accepted unchecked.
4. The SCRD does not have the legal authority to unilaterally impose integrated planning on local councils and water districts.
5. Current open watersheds are vulnerable to fecal contamination or at risk from forestry and mining activity.
6. Pender Harbour has three separate water districts with wasteful leaky systems, inadequate treatment and limited access to borrowing to fund improvements.
7. Many private systems are contaminated with arsenic.
8. In dry summers Coho salmon rearing areas shrink because of domestic water pumped from local lakes.
9. Present water licences are fully subscribed and there is no Master Regional Plan.
10. For the past two years Area A Quality Water Association has been working to bring clean drinking water to Pender Harbour and a Master Plan for new sources.
11. The Environmental Appeal Board Decision of August 8th, 2005 orders the SCRD to develop a Master Plan for Water in Area A but does not address the problems of multiple jurisdictions or financing.
12. A similar regional strategy will require action from the Provincial Government to establish a Land Use Plan (LUP) to restructure both finance and planning for water services.
